President Donald Trump's administration has released a breakdown of its attempts to cut back on healthcare and research spending across the government, with proposed cuts to governmental biomedical research centers and the drugs regulator laid down in the fleshed-out Budget.

More than $800 billion would be cut from the Medicaid programme for the poor and more than $192 billion from food stamps. "With this budget, the President betrays his promises to many voters who placed his trust in them".

Said Sen. Bill Cassidy, R-La.: "I don't think the president's budget is going anywhere".

Mulvaney said the food stamps stamps and other programs aimed at helping the poor "spiked" during the last recession, but did not shrink afterward "as we expected them to".

Trump's budget holds true to his campaign pledge to leave Medicare and Social Security pension benefits alone and contains spending increases for the military and veterans, but it treats most of the rest of the government as fair game. The Pentagon would get a boost, and there would be a down payment to begin building a wall on the southern border with Mexico, which was a central promise of Trump's presidential campaign. The budget lands as Trump's GOP allies in Congress are grappling with repealing and replacing Obama's health care law and looking ahead to a hard rewrite of the loophole-clogged tax code.
