Government needs a good shutdown, tweets frustrated Trump

In Tuesday morning tweets, the president contended that a bipartisan spending agreement - which funds the government through September 30 - shows that Republicans must either get more senators elected or change the Senate's rules so they can push spending through with only a majority vote, rather than the 60 now required.

The deal was expected to fund the government through September 30, 2017.

The White House and its Republican allies praised $15 billion in additional Pentagon spending obtained by Trump and $1.5 billion in emergency spending for border security.

"The reason for the plan negotiated between the Republicans and Democrats is that we need 60 votes in the Senate which are not there!" the president tweeted.

"(We) either elect more Republican Senators in 2018 or change the rules now to 51 percent.

President Donald Trump's Twitter tirade suggesting he might force a government shutdown as a bargaining tool next September sent congressional Republicans scrambling for cover.

Other provisions contained in the spending bill include funds to replenish health care benefits for certain miners and their families, combat opioid addiction and make infrastructure improvements.

"I'd be hard-pressed to figure how we could fund more of the priorities", Trump's budget director, Mick Mulvaney, told reporters Monday.

Turning to the team members, who were standing behind him, Trump said, "This is what winning looks like, something that you folks really know a lot about". Among those are the border wall Trump has vowed to build on the U.S. -Mexico border to deter illegal immigration, as well as a promised military buildup.

But the presidential tweets displayed a contradictory message on the budget deal.

Democratic Senator Patrick Leahy called Trump's threat "a sour and shameful note to kick off negotiations" for next year's spending plan, pointing to billions of dollars of losses triggered by the shutdown four years ago. John McCain, R-Ariz. "And many of us are going to be compelled to vote for it because we don't want to shut the government down". Democrats said Trump would shoulder the blame for any shutdown now.

The compromise reached by Republicans and Democrats calls for an increase in military spending, which has been one of Trump's priorities. Patty Murray (D., Wash.) said. That change allowed the Senate to hold a final vote to approve Gorsuch with a simple majority, an approach that has not been used for legislation.

"There is an overwhelming majority on a bipartisan basis not interested in changing the way the Senate operates on the legislative calendar and that will not happen", McConnell said.

Representative Tom MacArthur of New Jersey, a Republican moderate who brokered a deal that revived the healthcare legislation, said there were still some moderates in the party sitting on the fence. "It would be the majority, right?"

Any future shutdowns would likely cost the federal government billions of dollars.

Last time, 16 days shutdown took place during Barack Obama's administration in October 2013. That included lost revenue for the national parks. Late in the day, the White House said he would indeed sign the bill.
