Iran, which held presidential elections Friday, is a sharp contrast, Zarif noted, to the inherited monarchy that rules in Saudi Arabia.

Their support would be crucial if Rouhani has any hope of translating the result of the vote into changes in Iran's "deep state" power institutions, sometimes called in Persian the dolat-e penhan, or "hidden government". Rouhani's allies say he still has the wherewithal to deliver progress. The country may, for example, buy less weapons and enhance trade with other players.

But in post-deal Iran the desire to resist USA influence and to reassert the Islamic Republic's fundamental self is no longer confined to rhetoric-and here we come to the second level.

Meeting those expectations will be no simple task.

In the past, "Iran and the United States have experienced bends and turns in their relations, and the U.S. has always failed in its policies, including exerting pressures and sanctions" against Iran, Rouhani said in his press conference following Friday's landslide victory in the country's presidential election. And we also gave them an ability to continue with terror. "Which is one of the major talking points ... the Saudis [have] tried to push forward over the last couple of years, partly in response to the Obama administration" pursuing the Iran nuclear deal.

The most important thing to keep in mind about Iran's complex political system is that it's comprised of two parts: elected and unelected institutions. Despite the completion of the nuclear deal and a United States president desperate to restore diplomatic ties, Iran escalated its predations in the Middle East in the final years of Barack Obama's presidency. Unemployment is in the double-digits.

Iran's recently re-elected President Hassan Rouhani said that the Syrian issue should be solved through dialogue and peaceful means. "If borders were open, foreign investors would dare to come and start something here". All it did was re-select Rouhani as president-a president in name only.

This is notwithstanding the fact the US' concerns on Iran's testing of ballistic and cruise missiles; its alleged links with Hezbollah and Hamas; and its challenges on the sovereignty of Israel and Saudi Arabia.

It is a delicate path.

But the jubilation had another cause, too: the rejection, by a wide margin, of hard-line challenger Ebrahim Raisi, who had the backing of key regime power centers in Iran, including the top brass of the Islamic Revolutionary Guard Corps (IRGC).

Apart from Rouhani's verbal disregard for the Trump administration's requests and restrictive measures, Tehran has also responded with reciprocal sanctions, as the Associated Press reported on Saturday.

Congratulating the day of Khorramshahr's freedom, the President said: "Khordad 3rd is the day of victory against aggression and freedom of Khorramshahr with God's will by Islam warriors and I congratulate this day to the whole Iranian nation and Imam Khomeini's soul". Not even Mohammad Khatami, Iran's reformist president from 1997 to 2005, had dared to take such strong public positions.

That powerlessness is made clear whenever the jailing of Iranian dual nationals ratchets up tension with the West, like the 2014 detention of Iranian-American reporter Jason Rezaian.
