Montenegro's Markovic Shrugs Off Trump Shoving Incident At NATO Summit

After meeting with Trump at the EU, European Council president Donald Tusk said he and the US president agreed on the need to combat terrorism but some differences loomed large.

Meanwhile, new details of the ongoing probes of Russian meddling in the US election and possible collusion with the Trump campaign emerged last night.

An unnamed White House official, speaking to a Politico reporter, said it appeared that Mr. Trump slapped Mr. Markovic on the arm as a "casual greeting".

"We should recognize that with these chronic underpayments and growing threats, even two percent of GDP is insufficient to close the gaps in modernizing readiness and the size of forces", he continued. The build-up was prompted by Russia's annexation of Crimea and accusations - denied by Moscow - that it is supporting a separatist conflict in eastern Ukraine.Poland's foreign minister, Witold Waszczykowski, said the troop presence was proof of Washington's commitment."It is much better than just a declaratory mention of Article V". Trump had suggested this could depend on when allies paid their dues.

Experts and former USA officials, stunned at the omissions, slammed Trump. Former Secretary of State Madeleine Albright tweeted that the USA cannot "add an asterisk" to Article 5.

Does NATO see eye-to-eye on what the threats are and the priorities are today?

The former United States ambassador to New Zealand had a cutting review of the whole saga.

"We agreed on many areas, first and foremost on counter-terrorism", Tusk said after he and European Union chief executive Jean-Claude Juncker met Trump for over an hour. North Atlantic Treaty Organisation has been seeking Trump's endorsement of Article 5 -- the guarantee the USA would step in if another member nation were attacked. Baltic countries, in particular, are anxious about massing Russian military forces that could overwhelm them, and were hoping for the typical, ironclad USA commitment, but left disappointed.

Tusk said he told the billionaire U.S. president that they should consolidate "the whole free world around those values, and not just interests". He even took the chance to thank the leader of the free world for his support for Montenegro's membership in the alliance.

Video circulated online also showed that at one point, Mr Trump used his hand to push aside Montenegro's prime minster, Dusko Markovic, as leaders milled about during the meeting. NATO does not have a specific fund where money goes, but instead, under NATO guidelines, nations fund defense spending for their own countries, and fall under the NATO protection umbrella.

White House spokesperson Sean Spicer, when asked about Trump moving past Markovic, said he had not seen the video but assumed the United States president was moving to his designated spot.
