The bureau said Noor's attorney didn't say when or if Noor would talk to investigators, and under the law an interview can't be compelled.

In a statement, the Ruszczyk family said they hoped to bring Justine home to Sydney's northern beaches "to farewell her in her hometown among family and friends".

"These were the actions and judgement of one individual", she said.

Harteau said the officers should turn on their body cameras before any call because they don't know what will happen on any call.

Damond had been living in the U.S. with her fiancé Don, and the two had planned to marry next month.

Authorities said that they are investigating the incident, and the officer who killed Damond, Mohamed Noor, has refused to make a public statement although he expressed condolences to Damond's family.

Harteau added her voice to the many who have urged Officer Noor to speak to investigators about the shooting in an alleyway behind Ms Damond's home. They were due to be married in August.

"In the meantime, we ask that you give us time to grieve in private and to support each other at this very hard time".

The head of the Minneapolis Police Department says that Australian woman Justine Damond did not have to die.

Tuesday's update from state investigators came three days after Justine Damond was shot and killed by officers responding to her 911 call.

Noor joined the Minneapolis police in 2015, while Harrity joined the department a year ago.

Eight minutes later, she called 911 again. Both officers were wearing body cameras, but for some reason neither camera was turned on.

In a blog post, Hodges calls that unacceptable.

Hodges says there are questions about why Noor fired his gun, and why body cameras were not activated.

Sometimes those changes have been initiated by departments themselves; sometimes they have been ordered by the federal government or through a lawsuit. The officers did not turn on their body cameras until after the shooting, and the squad vehicle camera was also not activated.

Relatives, neighbours and community members joined a protest march in Damond's home suburb of Fulton, Minneapolis on Thursday evening (Friday morning AEST). His lawyer has not responded to repeated requests for an interview, and efforts to reach Officer Noor directly have been unsuccessful.

"There is seldom a good time for a chief to be away", she said.

Damond's death has sparked global outrage.

Plunkett said he will ask for a coroner's report from an outside lab on Damond.

"We gather here to grieve together in solidarity with the families, the families of those killed by police", Ashley Harness, a pastor at Lyndale United Church of Christ and a resident of the neighborhood, said during the rally.

The officer who shot Castile was acquitted in a manslaughter trial in June.

Earlier this year, the union publicly backed officer Christopher Reiter, who was charged with assault after a security video caught him kicking a suspect in the face.

Minneapolis Police has opened a use-of-force investigation, as is standard each time an officer discharges a weapon.

She addressed the anger over Ms Damond's death, telling reporters: "On our squad cars you will find the words, "To protect with courage and serve with compassion".
