With just two days before the U.S. government runs out of money, and President Donald Trump feuding with Democrats over immigration, Republican congressional leaders were left scrambling Wednesday to avoid a federal shutdown. A closed-door conference meeting where they presented their short-term funding bill - funds the government until February 16, delays three unpopular taxes from the Affordable Care Act, extends the Children's Health Insurance Program for six years - to plenty of grumbles, but mostly acceptance that it was the only path forward.

Democrats, however, want to include a fix for the Deferred Action for Childhood Arrivals program (DACA), set to expire in March, to protect the roughly 700,000 enrollees in the program who were brought to the US illegally as children.

"Democrats said voters would fault Republicans because they control Congress and the White House and because Trump shot down a proposed bipartisan deal among a handful of senators that would have resolved the conflict over how to protect hundreds of thousands of young immigrants from deportation".

Within the Democratic party, some lawmakers up for re-election may not want to risk being blamed for a government shutdown.

Both Republican senators referred to a statement made by Durbin in 2013 regarding comments he said were made by a Republican leader during a meeting at the White House.

The House was to vote later Thursday, and Ryan dismissed speculation that Republican leaders were struggling to assemble the 216 GOP votes they appear to need.

Now, a second group of negotiators, led by the second-ranking Republicans and Democrats in the House and the Senate, has stepped in to attempt to craft a new deal but the talks have been largely unsuccessful, according to several aides familiar with the talks.

Lawmakers need yet another short-term spending measure after they passed a continuing resolution in December to fund the government through the end of Friday. Tom Cotton, a Republican from Arkansas, who has been critical of the bipartisan immigration group's work on a DACA compromise, tweeted Sunday that Democrats would be responsible if the government was shut down.

But a major road block remains: Democrats insist that any increase in defense spending be matched with an equal increase in nondefense spending. But that law was not permanent, and Congress would have to pass a similar bill this time if they want to pay the same federal employees and contractors during a shutdown. Democrats for their part are quick to point out the GOP controls the White House and both chambers of Congress.

Asked about charges of racism for his alleged slur, Trump said: "I'm not a racist". "I think we all have a pretty good idea of what we have to do".

Many Republicans say they also want action on DACA, but they understand in the current environment, after the blow up over what the President said - or did not say - last week, that no agreement can happen right now.

Congress faces the threat of a government shutdown later this week over the future of the Deferred Action on Childhood Arrivals program.

Republican leaders are racing against a Friday deadline for pushing a short-term spending bill through Congress.

During NBC's "Meet the Press" Sunday, Democratic Sen.

House GOP leaders are cautiously optimistic they can muster the votes for their short-term funding bill released Tuesday night. While Meadows said things were progressing, it's an open question what leadership is actually willing to give them - or if they'll even give them anything at all.

"I think we can get nine senators, absolutely", he said. "I'm also hopeful that we can get away from continuing resolutions and get back to regular order".

A divided House voted Thursday to prevent a government shutdown after an eleventh-hour deal brought conservatives aboard.

At least one Republican seemed to feel the same way.

"We've got people running for president all trying to find their base, and then you've got people from Trump states that are trying to continue to legislate the way we always have - by negotiation", Missouri Sen.
