California police discover 13 'emaciated' siblings imprisoned in family home

The aunt of 13 siblings allegedly abused and held captive by their parents in a Southern California home says her family tried "for years" to get in touch with her sister but "she just shut us out of her life". In all, 13 children lived in the home, ranging in ages from 2 - 29. They have been jailed on suspicion of child endangerment and torture.

Six of the children were enrolled in the 2016-17 school year, with one student each in the fifth, sixth, eighth, ninth, 10th and 12th grades.

"They were very, like, afraid", she said of the children.

Officers were shocked to find that, while all looked like children, seven of them were over 18. They continuously referred to her actions as "courageous". "It fits this pattern we've been tracking for a long time".

The parents, Louise and David Turpin, could not provide a logical reason as to why the children and adults were chained to their beds. I tried to say hello but they just looked straight ahead went to the mail box and went back, like zombies nearly. "They homeschooled every one of them and one day they just up and left", the unidentified woman said.

Investigators on Wednesday conducted an exhaustive search of the foul-smelling, filthy tract home, police said.

David Turpin's parents, James and Betty Turpin of Princeton, Va., issued a statement through an attorney Tuesday saying they only know what has been reported by media and have not been able to reach their son, daughter-in-law or grandchildren. Some states require very little oversight, while California's requirement of registering children is one of the most stringent. Relatives said they were not permitted to see them.

Full-time tuition based schools must enlist with the state to record their understudies' exception from obligatory participation at government funded schools, yet the training office does not have the specialist to screen, investigate or supervise non-public schools, Ainsworth said.

Eleven other states, including Illinois, New Jersey and CT, require no documentation. Pale and malnourished, the adult children appeared far younger than their actual ages, their growth stunted for lack of nutrition, authorities said.

No state agency regulates or oversees private schools in California but they are subject to an annual inspection by the state or local fire marshal. They said their grandchildren are home-schooled.

The vulnerable girl might have been shamed, beaten or threatened with violence and only after many missed opportunities did she probably work up the courage to act, Perry said.

According to the New York Times, a 17-year-old managed to escape the house of horrors and call 911, alerting the authorities to the unimaginable conditions she and her 12 siblings were forced to endure.

Some home-schooling groups fight proposed regulations, including the Virginia-based Home School Legal Defense Association.

Medina said he was disturbed to learn about allegations of what he characterized as "horrific violence" in the home. "But there will be people like this, and regulation doesn't stop them generally".

"If you can imagine being 17 years old and appearing to be a 10-year-old, being chained to a bed, being malnourished and injuries associated with that, I would call that torture."

Shortly after Kimberly Milligan, 50, moved to the neighborhood in June 2015, a contractor for the development told her the Turpins had about a dozen children, she said in an interview with The Post. "There is no flawless system".
